New rules for public procurement procedures. Parliament approves alignment with European Union standards

Public institutions and business operators in the Republic of Moldova will follow new public procurement rules after Parliament approved legislation in the second reading that aligns the sector with European Union standards.

The amendments introduce differentiated value thresholds for awarding contracts. For works and social services, the threshold will stand at one million lei, while for goods and services it will reach 600,000 lei.

According to Parliament’s press service, the law also reduces administrative barriers and removes disproportionate requirements that limit fair access for economic operators to public procurement procedures. At the same time, it introduces stricter rules on the publication and reporting of public procurement information, ensuring transparent and easy access to all procurement opportunities and results.

For the second reading, lawmakers added a provision stating that the government will approve, by decision, the evaluation factors, the specific scoring methodology, and the categories of goods, services, or works that contribute to balanced regional development, integration into short supply chains, and the promotion of small and medium-sized enterprises.

Lawmakers say the new rules will ensure transparency, efficiency, and fairness in the use of public funds.
