The Promo-LEX Association has launched an extensive election observation mission ahead of the September 28 parliamentary elections in Moldova. The organization is currently training observers, monitoring the electoral process, informing the public, and preparing to report any irregularities to the relevant authorities.
Nicolae Panfil, Head of the Election Observation Mission, announced in an interview with RLIVE TV that 42 long-term observers will monitor political and electoral activities across all districts for the next two months.
“For the pre-election period, we will publish our first report on August 29 to cover the entire early process,” Panfil said. “During the campaign period, when activities intensify, we will publish biweekly reports. On election day, we’ll hold press conferences and release findings in real time, and by late January or early February, we plan to present a final comprehensive report.”
These 42 long-term observers will document all politically or electorally relevant activities nationwide. They will monitor the actions of electoral competitors, election bodies, political parties, local public authorities, and third parties such as religious institutions, trade unions, and NGOs, either individually or as part of coordinated teams.

Panfil also confirmed that Promo-LEX will train and deploy short-term observers for election day.
“We will train a large number of short-term observers over three weekends in September,” Panfil explained. “Each observer will sign a collaboration agreement and commit to a strict code of conduct.”
Promo-LEX expects to field a total of around 830 observers, which includes:
- 42 long-term observers (including two covering polling stations abroad)
- 400 static observers stationed in a representative sample of polling stations
- 400 mobile observers working in teams of two to monitor additional locations
The association also plans to monitor all polling stations established for voters from the Transnistrian region, which are expected to number around 30, similar to the number in previous elections. Additionally, Promo-LEX aims to observe approximately 100 polling stations abroad.
Promo-LEX officially launched this mission on July 22, and its team of experts and analysts will produce four interim reports and one final report, based on data collected by observers. A dedicated team of nine specialized monitors will also track hate speech and discriminatory rhetoric throughout the campaign.
On election day, September 28, Promo-LEX will hold press conferences and issue real-time updates on the voting process.
It marks Promo-LEX’s 30th election observation mission since 2009, underscoring its long-standing commitment to transparency, democratic integrity, and public trust in Moldova’s electoral processes.
