Parliament Approves Draft Law to Strengthen Implementation of International Sanctions

Parliament has approved, in the first reading, a draft law designed to clarify and streamline Moldova’s national mechanism for implementing international restrictive measures, particularly those imposed by the European Union.

The draft law regulates the control of strategic goods deemed critical to national security. It also aims to restrict and monitor the activities of legal entities owned or controlled by individuals or organizations subject to sanctions. Additionally, the bill proposes improvements to the application of restrictive measures on goods classified as strategic.

Under the draft, the Ministry of Foreign Affairs will be responsible for deciding whether Moldova aligns with international sanctions. This decision will follow consultations with the prime minister and other relevant authorities. In complex cases, the Inter-Institutional Supervision Council will review the matter before a final decision is made.

The draft also establishes that if even a single item in a shipment qualifies as a “strategic good,” the procedures for strategic goods will apply to the entire shipment.

At the same time, the bill clarifies the State Tax Service’s responsibility to freeze funds and economic resources belonging to sanctioned entities. It introduces a specific deadline for implementing decisions issued by the Inter-Institutional Supervision Council to ensure swift and effective enforcement of sanctions.

A group of MPs from the Action and Solidarity Party (PAS) developed the legislative initiative as part of Moldova’s broader effort to align national legislation with European Union standards and practices in the context of the country’s EU integration process.

Parliament will review the draft for final approval in the second reading.
