Moldova will receive additional financial support from the World Bank to modernize its higher education system. Parliament ratified the agreement, which provides a €30 million loan and a $8.47 million grant.
The International Development Association will deliver this financial package to expand the modernization project.
New components of the project include strengthening the capacity of higher education institutions, equipping them with state-of-the-art research laboratories, renovating student dormitories, and establishing an innovation center focused on agriculture, food safety, and climate change adaptation.

The project also aims to internationalize Moldova’s higher education system by attracting foreign students, including refugees.
Parliament ratified an amendment to the initial financing agreement, extending the project’s implementation deadline to December 31, 2029. This extension secures a stable legal framework for completing all planned objectives.
Officials signed the loan agreement on June 2, 2025. The World Bank will disburse the funds in phases over the coming years.
