Parlicov: “We achieved good results during my mandate, and Moldova will not be left without gas or energy”

Victor Parlicov, recently removed from his position as Minister of Energy, acknowledged that Moldova is approaching an energy crisis but assured that the country will not face shortages of gas or electricity. Speaking at a press conference at IPN, Parlicov explained that the crisis could be triggered externally, if Gazprom refuses to fulfill its contractual obligations to supply gas to the left bank of the Nistru River after January 1.

On the right bank, he stated that no immediate crisis is expected, although costs and methods of energy supply will be affected. The ongoing war at the border, which targets energy infrastructure, continues to disrupt electricity stability in Moldova. Parlicov emphasized that external partners could help the country navigate this period.

During his mandate, he highlighted significant achievements, including Moldova’s highest score in an Energy Community progress report, the completion of the Third Energy Package, and steps toward integrating Moldova’s energy transport system with Europe.

These efforts aim to make Moldova a full member of the European Energy Community by 2029 in collaboration with Romania.

Parlicov admitted to modest progress in communicating the benefits of reforms to the public, which left citizens vulnerable to external narratives. He pointed out that gas plays a minor role in Moldova’s energy landscape, with only 36% of households relying on natural gas for heating, while the majority use solid fuel.

He also criticized Energocom for failing to purchase gas at favorable prices earlier in the year, arguing that this misstep prevented a significant reduction in gas stock costs. Parlicov had repeatedly called for the dismissal of Energocom’s director, Victor Binzari, but his requests were acted upon only recently.

Parlicov explained that his visit to Saint Petersburg, where he discussed gas supplies for the left bank, was exploited to create negative media attention. He also stated that a leaked memo from an August meeting was intentionally shared to damage his reputation and the Ministry of Energy.

After his dismissal, Parlicov pledged to remain in Moldova and continue contributing to the development of the energy sector.

Prime Minister Dorin Recean requested Parlicov’s dismissal, accusing him of mistakes that contributed to the current energy situation. Until a new minister is appointed, Recean will temporarily oversee the Ministry of Energy. President Maia Sandu promptly signed the decree for Parlicov’s removal.

Victor Parlicov served as Minister of Energy since the formation of the Recean Government in February 2023.
