Prime Minister Munteanu announces accelerated reforms and the goal of signing the Accession Treaty by 2028

Prime Minister Alexandru Munteanu discussed the priorities of the Government and Moldova’s role in regional peace with the EU High Representative for Foreign Affairs and Security Policy and Vice-President of the European Commission, Kaja Kallas.

“We are ready to advance the reform agenda, not only to meet EU accession requirements but also to transform our state into a modern European country that offers prosperity and social equity. Thanks to the EU’s consistent support, we have strengthened our security resilience and improved our ability to counter foreign interference and hybrid threats,” stated Prime Minister Munteanu.

The officials highlighted Moldova’s crucial role in the European Partnership for Security and Defense, noting that Moldova became the first country outside the EU to sign such an agreement. Over the past five years, the country has received substantial support for the modernization of the National Army through the European Peace Instrument, and the EU Civilian Partnership Mission in Chisinau has been extended until 2027. Moldova also became the first country where the EU deployed teams to respond to hybrid threats.

Kaja Kallas reaffirmed the EU’s firm commitment: “The Republic of Moldova is part of the European security space, and the EU will continue to strengthen Moldova’s resilience. It is an investment in the security of Europe.”

Prime Minister Munteanu also met with the President of the European Council, António Costa, to discuss reform priorities, economic recovery, and next steps in the accession process. He reiterated the government’s commitment to sign the Accession Treaty by 2028 and emphasized the need to accelerate cluster negotiations.

European support is already generating tangible results: nearly the entire Moldovan banking sector has been integrated into the Single Euro Payments Area (SEPA), allowing faster and cheaper transfers to the EU, and starting January 1, Moldovans will benefit from the “Roam Like at Home” regime across all European states.

The Prime Minister highlighted the impact of the Growth Plan for Moldova, which supports energy independence, export expansion, infrastructure modernization, and investments in hospitals and schools.

“We can see that our country is undergoing a transformation into a European state. Moldova has demonstrated, through concrete actions, that it is capable and ready to fulfill all the necessary commitments to become a member of the European Union and a contributor to the European economy and security,” concluded Alexandru Munteanu.
