Promo-LEX: The number of students in Transnistria learning in Romanian is growing, but schools continue to face problems

The number of students in Transnistria studying in Romanian is increasing, yet schools teaching in the state language continue to face serious challenges, according to the annual human rights report published by Promo-LEX. For the first time in the past 15 years, more than 2,000 minors in the separatist region are studying using the Latin script.

Promo-LEX experts report that educational institutions subordinated to Chisinau face infrastructure problems, discriminatory tariffs, and smear campaigns. They also state that farmers in the Dubasari district remain subject to abusive restrictions on access to their agricultural land.

The report highlights the intensification of identity propaganda and indoctrination, especially among children and young people. Authorities in the region declared 2025 the “Year of the Transnistrian People” and organized hundreds of so called patriotic activities aimed at promoting an identity distinct from that of the Republic of Moldova. The report also notes the militarization of education, including minors participation in camps and enrollment in military profile institutions.

The separatist structures have expanded control over the informational and digital space by adopting amendments that allow them to block online resources considered offensive or disrespectful, including content related to the LGBT community and reproductive rights.

Authorities have also expanded video and biometric surveillance systems and maintained the terrorist alert level throughout the year.

Promo-LEX warns about systemic abuses within the illegal justice and detention system, including the lack of procedural safeguards, degrading detention conditions, and the absence of independent monitoring. According to the report, individuals released from unlawful detention face serious difficulties in accessing assistance and reintegration services.

On the economic front, amid the 2025 energy crisis, the separatist administration introduced austerity measures and shifted the burden of the crisis onto the population, while continuing to prioritize security, law enforcement, and propaganda structures.
