Residents in rural areas without ATMs can soon withdraw cash from their bank cards directly in local stores. Merchants equipped with cash registers and POS terminals will be authorized to dispense cash, offering a simple solution for those who need physical currency.
The Ministry of Economic Development and Digitalization (MDED) launched this initiative in response to requests from the business community. The goal is to improve access to cash across Moldova, especially in settlements without banking infrastructure.
“The government is making it easier to access your money without wasting time looking for an ATM,” said Deputy Prime Minister and Minister of Economic Development and Digitalization Doina Nistor. “Soon, residents in every Moldovan village and town can request cash during purchases — up to 1,000 lei per transaction — directly from merchants who operate POS terminals.”

Citizens can access this service by making a purchase with their bank card and requesting additional cash from the merchant. The monthly withdrawal limit is 100,000 lei.
Nistor emphasized that the measure supports financial inclusion, promotes the use of electronic payments, and contributes to Moldova’s transition to a safer and more efficient cashless economy.
The legislative change will allow merchants to convert cash into traceable electronic transactions, reducing the shadow economy and improving financial transparency. Expanded services and a stronger POS infrastructure in rural areas will benefit retailers.
Note: The measure will take effect only after Parliament approves the draft law amending the relevant regulations.
