“Russia Cannot Act Impartially”: Moldova Explores Alternatives to 5+2 Negotiations

Authorities in Chisinau are exploring a new negotiation format to address the Transnistrian conflict, as the 5+2 mechanism no longer functions. Valeriu Chiveri made the statement in an interview with Radio Moldova.

According to the official, a return to the 5+2 format is unlikely in the near future.

“The 5+2 format is not functional; this is widely acknowledged. The situation could change over time, but that also depends on other partners. For instance, it is difficult to imagine Ukraine agreeing to sit at the same table with the Russian Federation, given its status as an aggressor state. Moreover, considering recent actions and statements by the Russian Federation, including threats directed at the Republic of Moldova, it is hard to see how this actor could act impartially within the format or contribute meaningfully to conflict resolution, especially given its openly supportive stance toward the Tiraspol regime. Over the past 30 years, we have consistently seen Russia adopt a biased position in discussions on settlement,” Chiveri said.

He emphasized that Chisinau will consult international partners on potential alternatives to the current framework.

“At this stage, we do not have a clear alternative, but we must examine the issue. We need to consider possible options and discuss them with our partners. In particular, I am referring to the European Union, which could play a more active role in this process,” he added.

The 5+2 negotiation format includes representatives of the parties, mediators, and observers: the Republic of Moldova, the Transnistrian region, the OSCE, the Russian Federation, Ukraine, the United States, and the European Union. The format aims to develop principles for a comprehensive settlement based on Moldova’s sovereignty and territorial integrity within its internationally recognized borders.

At present, Chisinau and Tiraspol continue dialogue in the 1+1 format and through working groups. The most recent meeting took place on April 16 in Tiraspol, where participants discussed the creation of a Convergence Fund, freedom of movement, human rights, and cooperation in education and environmental protection.
