A new electoral corruption scheme is occurring in the Republic of Moldova, led by the Victoria bloc under fugitive convict Ilan Shor. Inside sources say the SHOR group built a recruitment, training, and ideological‐control system for activists, using the TAITO digital platform to formalize their commitments under a thin veneer of legality, writes deschide.md.
The group selected so-called “Top Activists,” each tasked with overseeing ten supporters, through rigorous screening, online training, and evaluation.
The program included:
- Thematic ideological lessons
- Practical exercises, including public‐space activities
- Online tests and final validation interviews
Reporters obtained an audio clip from a course called “Legal Training,” in which a woman identifying herself as “Alla Vitalievna” instructs activists on protecting their identities and evading responsibility for illegal acts ordered by the SHOR criminal network.

Alla Vitalievna instructs activists to present Shor’s July 6 call for a union with Russia as a Russia–Belarus–style agreement, although most Moldovans oppose it.
Through this process, the bloc inducted 242 activists into its network. It assigned each an ID code for ongoing training and pays them 15,000 MDL per month.
The bloc uses these funds to pay activists for their loyalty, organize protests, and spread propaganda to voters.
The TAITO‐signed documents require activists to:
- Attend every public event, including protests, marches, and campaign rallies
- Maintain a visible, well‐organized presence among the electorate
- Conduct “informational‐educational activities” that manipulate public opinion
More alarmingly, the app asks activists to explicitly confirm obedience to the Victoria bloc’s leadership, creating a digital mechanism of political subordination unprecedented in Moldova.
The SHOR network resembles a corporate propaganda machine, complete with a hierarchical structure, a digital command center, loyalty payments, and an army of activists ready to mobilize the masses.
The Victoria bloc’s well-funded manipulation scheme undermines Moldova’s electoral integrity. At its core, it hinges on paid activists, digitally subordinated through TAITO, who can mobilize rapidly to manufacture the appearance of spontaneous popular support.
