The CNAM Warns Hospitals Over Excessive Medicine Stocks Amid Reports of Supply Shortages

Hospitals in Moldova receive warnings during inspections if they maintain excessively large stocks of medicines and medical supplies, the National Health Insurance Company (CNAM) Director Ion Dodon said during parliamentary hearings.

The discussions focused on the execution of mandatory health insurance funds for 2026. Lawmakers raised questions about reported shortages of medical supplies in some healthcare institutions and concerns related to procurement procedures.

“Stocks of medicines and supplies in all medical institutions we visit are higher than the established norms. We draw their attention to this. From a financial perspective, it is not correct for institutions to lock up money in medicine stocks,” Dodon said.

He added that inspections also examine the composition of these stocks, noting that although the overall volume may appear sufficient, hospitals may hold excessive quantities of certain products while lacking others.

At the same time, the CNAM head said it is unacceptable for a medical institution to lack essential supplies in 2026. According to him, hospitals no longer have historical debts and there are no valid reasons for failing to organize necessary procurement processes.
