In a world where parents of children with special needs often feel alone, a place has opened in Bulboaca, Anenii Noi district, where both the children and their entire families receive support. The program is a rehabilitation initiative born from research and a desire to incorporate the best international practices.
The Constantin Mimi Foundation, led by Cristina Frolov, developed the program after she visited leading European centers and held discussions with medical therapists and parents. She created a program that prioritizes the development of children with special needs.
“Due to health problems in my family, I had the opportunity to speak with many world-class teachers and doctors. From those exchanges, we created an algorithm that we implemented with therapists in Bulboaca — and it worked,” said Cristina Frolov, president of the Constantin Mimi Foundation.
With support from local authorities and the Bulboaca Health Center, the program came to life in a space adapted for children. Here, multidisciplinary teams work using a unique 360-degree approach that helps both the child and the family.

From the very beginning, the Foundation invested in equipping the center in partnership with the People in Need Moldova, ensuring that every child has the chance for a gentle and effective recovery.
More than 30 children have already benefited from the program at no cost. Some spoke their first words; others learned to respond to their names, to ask for what they needed, and to connect with their parents. Together, they achieve what once seemed impossible.
“We, the Constantin Mimi Foundation, are deeply involved in the life of the local community. We aim to improve the quality of life for everyone — including employees at Castel Mimi and residents of Bulboaca. Many of our employees have children with disabilities, which made us empathize strongly. We wanted to help those who need it most and have the fewest chances to get it,” Cristina Frolov added.
Therapeutic activities began in April and will end in August. To meet the high demand from parents, the Foundation is actively seeking funding to ensure the program continues.
This project is part of the Constantin Mimi Foundation’s ongoing commitment to support vulnerable communities. In 2024, the organization imported eight truckloads of medical equipment, supplies, and school furniture into the Republic of Moldova.
In Bulboaca, a program born out of love is changing lives. For many, it means more than rehabilitation — it is hope and a new beginning.
The “Support and Hope: Project for the Development of Children with Disabilities and Their Families” runs in partnership with the Territorial Social Assistance Agency South-East (ATAS South-East), the Territorial Social Assistance Structure Anenii Noi (STAS Anenii Noi), the Bulboaca Town Hall, and the Bulboaca Health Center.
The Constantin Mimi Foundation implements activity with the People in Need Moldova as part of the “Moldova ASSIST: Improving Access to Quality Public Services and Social Cohesion” project, funded by the European Union.
