The EU could ask Russia to withdraw its troops from Transnistria as part of the peace agreement in Ukraine

The European Union may call on Russia to withdraw its troops from Moldova’s Transnistrian region as part of a possible peace agreement on Ukraine, according to a document consulted by Europa Libera. Kaja Kallas circulated the provisions for consultation among representatives of EU member states.

The draft document, titled “Europe’s Core Interests in Securing a Comprehensive, Just and Lasting Peace and Security on the Continent,” sets out Brussels’ position on the conditions Russia would need to meet. The EU urges Russia to withdraw its armed forces not only from Moldova’s Transnistrian region, but also from Georgia, Armenia, and Belarus.

The EU also calls on Russia to pay war reparations, demilitarize the occupied territories in Ukraine, renounce their de jure recognition, and stop hybrid attacks against European states.

In a separate section, the document addresses internal political developments in Russia. The EU calls for the organization of free elections under international observation, the release of political prisoners, the return of deported citizens, the repeal of the so called foreign agents law, and support for investigations into the assassinations of Boris Nemtsov and Alexei Navalny.

EU officials reportedly argue that Europe cannot ensure continental security without direct EU participation in peace negotiations. The document also proposes creating the position of EU Special Representative for relations with the Russian Federation in Brussels.

EU foreign ministers are expected to review and discuss the proposals on February 23.
