The energy independence package includes a component targeting the left bank of the Dniester. The EU plans to allocate 60 million euros to meet the Transnistrian region’s energy needs by mid-April 2025. However, Tiraspol must fulfill several conditions to receive this financial support.
Prime Minister Dorin Recean explained today that EU assistance would enable the Transnistrian region to cover 70% of its pre-crisis social consumption.
The aid comes with conditions that the Transnistrian region must meet.
The first condition requires concrete actions to uphold human rights and fundamental freedoms. The Moldovan government must approve these measures before disbursing the aid.

Tiraspol must also present a plan to gradually align energy tariffs with market prices for regional consumers.
Additionally, large exporting companies must pay market prices for energy.
Another condition excludes industrial consumers with high energy consumption from the support package.
Today, the European Union announced a new support package for Moldova to ease the energy crisis. It includes 30 million euros in emergency aid (already allocated), 250 million euros in medium-term aid for the population, and a proposed 60 million euros for the Transnistrian region.
Prime Minister Dorin Recean and European Commissioner for Enlargement Marta Kos, currently visiting Moldova, signed the letter of intent in Chisinau. This agreement outlines a comprehensive package for Moldova’s energy resilience and independence.
On January 1, 2025, the Russian company Gazprom unjustifiably suspended natural gas deliveries to Moldovagaz despite a valid contract until 2026. This decision left consumers in the Transnistrian region without natural gas, heating, and hot water.
In response, the EU announced a 30-million-euro grant in late January to purchase energy resources for consumers on both banks of the Dniester.
