On August 11, the Ministry of Justice filed a request with the Chisinau Court of Appeal to dissolve the political parties “RENASTERE,” “SANSA,” “Force of Alternative and Salvation of Moldova,” and “VICTORIE.”
The Ministry took this action following the July 21 notice from the Central Electoral Commission (CEC). In that notice, the CEC requested the court to officially designate the four political parties as successors to the “Shor” Party, which had been declared unconstitutional in June 2023.
The Ministry stated that it acted within its legal mandate, relying on evidence provided by the CEC and the Intelligence and Security Service. According to these institutions, on July 6, 2025, the leaders of the four parties attended a congress in Moscow coordinated by Ilan Shor. At the event, they announced the creation of the electoral bloc “Victory – Победа” and revealed plans to participate in the upcoming parliamentary elections on September 28, 2025.

The CEC emphasized that Ilan Shor’s direct involvement in organizing an electoral bloc constitutes a disguised continuation of the banned party’s activity. In its October 2024 report, the CEC identified coordinated and covert actions intended to sway the elections, all led by Shor.
The document also claims that immediately after the ban on the “Shor” Party, the four parties adopted its structures, resources, and personnel, effectively transferring the political infrastructure to the newly formed organizations.
Under Moldova’s law on political parties, it is illegal to establish or use a new party to carry on the activity of one that has been declared unconstitutional.
