The Parliament of the Republic of Moldova has approved the first reading of the draft Law on Energy Efficiency of Buildings, bringing the country’s legislation in line with European standards. The proposed law voted on today, aims to enforce minimum energy efficiency requirements for new constructions and major renovations.
Under the new legislation, constructors in Moldova will be obligated to adhere to energy performance guidelines when developing new buildings or undertaking significant refurbishments. The law seeks to implement a certification system for the energy performance of buildings and mandates informing property owners, building managers, and potential buyers about the energy efficiency levels of structures.
The draft law, drafted by the Ministry of Energy, also intends to regulate the inspection mechanism for heating, ventilation, and air conditioning systems by energy assessors. These specialists will offer consultancy services and be registered with the Agency for Energy Efficiency.

Furthermore, the proposed legislation will establish the necessary framework to create a national information system regarding building energy performance. This system will be instrumental in implementing the Strategy for renovating the national real estate stock and the National Plan for increasing the number of nearly zero-energy buildings.
The project sets out measures to ensure that both residential and non-residential buildings achieve high energy efficiency and decarbonization by 2050. Buildings currently account for approximately 50% of total energy consumption, making it essential to reduce their final energy consumption.
A notable feature of the draft law is the mandatory provision of infrastructure for recharging electric vehicles in both non-residential and residential buildings.
Upon approval of the second reading by the Parliament, the draft law is expected to be implemented, taking significant strides toward promoting sustainable development, energy efficiency, and a greener future for the Republic of Moldova. The legislation is a crucial step in harmonizing Moldova’s building practices with European standards, fostering greater energy conservation and environmental responsibility.
