At a polling station in Istanbul, Turkey, two voters in line to cast their ballots discussed financial rewards, specifically: One asked, “Will they give out money today? I heard they gave $100 each last time.” The other replied, “No, I don’t think so. I heard they confiscated the money at customs.” An observer from Promo-LEX overheard their conversation and reminded everyone that buying and selling votes can lead to administrative fines and other penalties.
According to the association, these practices, aimed at influencing the vote, are strictly prohibited and jeopardize the integrity of the electoral process. Discussions about “rewards” also took place in Chisinau at two polling stations.
“PS 01/192, Chisinau, Riscani. At 09:15, an observer from Promo-LEX approached a voter who reported that another voter told him he was paid 100 lei to vote for a specific candidate. The observer went outside the polling station but did not identify anything.

PS 01/246, Chisinau, Riscani. Two female voters approached the polling station and discussed among themselves: ‘They promised a sum of 700 lei.’ One of the voters went to vote while the other stayed outside to wait for her,” the Promo-LEX report states.
Another case reported by Promo-LEX occurred in Rezina, where a member of the electoral office allegedly handed a sum of money to a voter inside the polling station.
“After a voter cast her ballot, she approached a member of the electoral bureau, who handed her approximately 200 lei. The chairperson of the electoral bureau observed this and prohibited the member from doing so. The member of the electoral bureau justified his action by stating that the voter, whose husband had recently passed away, needed help, and he wanted to perform a charitable act inside the polling station,” announced Promo-LEX.
