Ukrainian authorities have ordered the freezing of assets belonging to Victor Gusan, co-founder of the “Sheriff” holding in the Transnistrian region, after prosecutors determined that companies affiliated with him allegedly supplied goods and services to the Russian Federation’s military-industrial complex.

According to a Ukrainian court decision presented for the first time as part of the journalistic investigation, entities linked to Gusan were allegedly connected to Russian military production, including through the “Moldavizolit” factory located on the left bank of the Nistru River. Ukrainian investigators claim that during the war, this plant played a significant role in providing materials destined for Russia’s defense industry.

The investigation also identifies key individuals involved in the scheme, outlines how intermediary companies were set up in the Russian Federation, and maps out direct links leading back to the “Sheriff” holding.

The report further details the properties and businesses in Ukraine associated with companies connected to Victor Gusan, the court-ordered measures imposed to block them, and the risks highlighted by prosecutors in the context of Russia’s invasion.
