Members of the Patriotic Bloc clashed with veterans of the Nistru War in Causeni, prompting police to intervene. Promo-LEX, in its third monitoring report covering the period between August 29 and September 10, 2025, stated that the PAS used administrative resources during the campaign, while several parties failed to submit reports.
The monitoring mission recorded 52 cases of administrative resource misuse, most of them involving the PAS. The report noted that public institutions and their employees participated in electoral campaigning. Observers also reported two cases of potential voter bribery, allegedly committed by the Victorie Bloc and the NOI Party, as well as cases of religious involvement in the campaign.
“Additionally, observers documented 3,214 cases of electoral advertising, the majority being printed materials (41%) and visibility objects (30%). They noted irregularities such as placing materials in prohibited areas, incomplete printing data, and reusing political advertising materials from before the official campaign period. The most frequent non-compliant cases involved the Patriotic Bloc, followed by the MRM, the LOC, the PAS, the Alternativa, and the CUB,” the report stated.

Observers also reported that so-called law enforcement forces from the left bank of the Nistru detained the Liberal Party candidate Vladimir Meleca.
They identified at least 13 cases of online networks coordinated from Russia, promoting Ilan Shor and the Victorie Bloc through Facebook pages and YouTube channels spreading pro-East or pro-EU messages, as well as civic initiatives such as “EUROPA 2028.”
By September 8, 2025, 21 of 23 competitors had opened campaign accounts, and 19 had submitted financial reports. Declared revenues totaled around 28.4 million lei, with about 47% coming from individual donations and 37% from party current accounts. The PAS, the Alternativa Bloc, the Patriotic Bloc, and the Our Party reported the largest revenues.
Declared expenses amounted to over 21.5 million lei, with most funds allocated to promotional materials (51%) and advertising (35%). Observers identified discrepancies of around 1.3 million lei in the reports of 14 electoral competitors, including the CUB, the Moldova Mare Party, and the Patriotic Bloc.
