Visit by Venice Commission rapporteurs to Moldova to assess the law on combating electoral corruption

Venice Commission rapporteurs are conducting a fact finding visit to the Republic of Moldova. On February 4 and 5, they are holding discussions with representatives of several state institutions to prepare an opinion on Law No. 100 of 2025, which amends several legislative acts aimed at effectively combating electoral corruption.

At Parliament, the rapporteurs are scheduled to meet with Parliament Speaker Igor Grosu. The agenda also includes discussions with representatives of both the parliamentary majority and opposition factions.

The rapporteurs are also meeting with representatives of the Ministry of Justice and the Ministry of Internal Affairs. Their discussions involve state institutions responsible for combating electoral corruption, including the Security and Intelligence Service, the General Prosecutors Office and specialized prosecutors offices, the National Anti Corruption Center, and the Central Electoral Commission.

The Venice Commission delegation is also meeting with members of the Constitutional Court, the Superior Council of Magistracy, the Supreme Court of Justice, and the Courts of Appeal of Chisinau Centru, North, and South.

In April 2025, Parliament adopted legislative amendments aimed at more effectively combating electoral corruption and related issues.

The adopted measures introduce harsher penalties for electoral corruption and illegal party financing, sanctions for electoral campaigning carried out by non commercial organizations or representatives of religious denominations, including within places of worship, as well as measures to prevent and combat extremist activities.

In addition, lawmakers amended the Criminal Procedure Code to improve efficiency and ensure the priority examination of electoral corruption offenses.
