What can Anastasia Nichita or Nicolae Botgros contribute in Parliament? Grosu: Not everyone needs to know how to write laws

Not all members of Parliament need to know how to write laws, said Igor Grosu, leader of the Action and Solidarity Party (PAS), during an appearance on Expert Hour on Jurnal TV. He made the statement when asked how athletes like Anastasia Nichita or conductor Nicolae Botgros could contribute to lawmaking if elected as MPs.

Grosu argued that MPs should rely on their expertise from fields such as sports, arts, medicine, or engineering to analyze and amend legislation, rather than draft it themselves.

“We wrongly assume that all MPs must be legal experts,” said Grosu. “Law initiatives should come from the executive, which has the institutional memory and expert bureaucracy. MPs—whether athletes, artists, or doctors—should apply their knowledge when evaluating or amending draft laws. They can also propose legislation, but that’s not their main role.”

Grosu emphasized the need for individuals like Nichita and Botgros in Parliament to shape future policies in their respective sectors.

“We need voices like Anastasia’s to improve sports policy—both elite and grassroots. In maestro Botgros’s case, we should explore how to promote artistic talent, generate income from cultural activities, and motivate creators,” he said.

He stressed that MPs are not meant to “sit day and night writing laws,” adding, “We are not replacing the executive branch.”

Parliamentary elections will be on September 28.
