Moldovan authorities plan to introduce new rules to better identify drivers of foreign registered vehicles who violate traffic regulations. The Ministry of Internal Affairs is preparing draft amendments to the Contravention Code that will regulate how authorities notify such drivers, deliver notices, and collect fines.

The Ministry of Internal Affairs says the proposed changes aim to create a functional mechanism for exchanging information on certain traffic violations detected by certified technical systems. Authorities say this approach will improve offender identification, help reduce road accidents, and discourage aggressive driving.

The draft rules establish procedures to identify both the driver and the owner of vehicles registered abroad. They also set notification deadlines, define the content of violation notices, regulate the language used in procedural documents for foreign citizens, and guarantee the right to defense, including the option of remote participation in case reviews.

Under the proposal, the owner or holder of a foreign registered vehicle must provide information about the driver at the time of the violation. The initiative also creates a legal framework for international cooperation, including the use of European vehicle information systems.

After implementation, the new rules will allow authorities to hold foreign drivers accountable for traffic offenses committed in Moldova. At the same time, Moldova will be able to recognize and enforce fines imposed on its citizens by authorities in other countries.
