Today, the Moldovan Technical University (UTM) inaugurated seven state-of-the-art scientific and didactic laboratories. Two grants totaling over 5.6 million euros funded these labs as part of the Higher Education in Moldova Project, led by the Ministry of Education and Research and financed by the World Bank.
Education and Research Minister Dan Perciun and Romania’s Education Minister Ligia Deca visited the new facilities.
Perciun highlighted that significant investments in recent years have modernized higher education institutions, aiming to encourage more young people to pursue university studies in Moldova. In 2024, this effort resulted in a 10% increase in university admissions.

“We are implementing a major 25-million-euro project, benefiting UTM in particular, focusing on upgrading laboratories. These funds come from external sources, primarily the World Bank, accessed through the Moldovan government. This represents the largest investment in higher education in recent years, and I believe it will greatly enhance our universities’ standing,” said Minister Perciun at the launch event. He also announced that the project will be expanded next year by an additional 30 million euros, with a significant portion allocated to UTM for research and the modernization of student housing.
Romanian Education Minister Ligia Deca emphasized the numerous opportunities for collaboration in higher education within the European context, from investment capacity to knowledge exchange and student mobility. “In the long run, we plan to establish a Romanian Erasmus program, allowing Moldovan teachers to spend short periods at Romanian universities, receiving financial support and accommodation. This initiative will strengthen ties between our institutions, foster social connections, generate EU-funded research projects, and establish affiliations with European university alliances. Ultimately, I hope we can issue joint European diplomas from both countries,” Deca stated.
