The Central Electoral Commission (CEC) allocated 174.1 million lei to organize and conduct the September 28, 2025 parliamentary elections, including the implementation of postal voting.
According to official data, the CEC directed over 109 million lei (95%) toward remunerating electoral officials who worked in electoral councils and polling stations both in Moldova and abroad. The information appears in the CEC report on the parliamentary elections held on September 28, 2025.
Allocation of Funds
- CEC – 34.4 million lei (19.8%): covered salaries, IT and telecommunications services, transport, logistics, protocol, translations, and public information campaigns.
- Electoral councils and polling stations – 114.8 million lei (65.9%): supported the work of 37 constituency councils and nearly 2,000 polling stations across the country and abroad.
- Continuous Electoral Training Centre – 3 million lei (1.8%): financed the training of electoral officials.
- Ministry of Foreign Affairs – 17.6 million lei (10.1%): supported the organization of polling stations abroad.
- Postal voting – 4.1 million lei (2.3%): covered the development of the information system, the printing of ballots and envelopes, and postal dispatch operations.
In addition to compensations, the CEC also financed postal and telecommunication services, transport, accommodation for foreign delegations, fuel, and other materials necessary for election day operations.
Postal Voting
To partially implement postal voting, the CEC distributed funds as follows:
- 1.45 million lei to the Ministry of Foreign Affairs — for the activity of polling stations abroad handling postal ballots. Most of the funds paid for postal services used to deliver electoral documents to voters.
- 150,800 lei to Electoral Council No. 38 — to cover allowances for staff managing postal voting.
- 595,500 lei to the CEC — to develop the information system for monitoring postal voting, and to print ballots, envelopes, and security stickers used in the process.
