The Swedish prison and probation service is set to provide assistance for a long-term development project, whose beneficiaries are the National Prison Administration and the National Probation Inspectorate. Today, within the Ministry of Justice, the official launch ceremony of the project to assist in strengthening human resources management in the prison and probation system, funded by the Kingdom of Sweden, took place.
The project will contribute to the strengthening of correctional institutions in the Republic of Moldova by enhancing professionalism, integrity, and personnel to implement European standards and best practices.
Justice Minister Veronica Mihailov-Moraru mentioned that the project will focus on three areas: the recruitment system, the professional training process, and organizational culture. It will contribute more broadly to Agenda 2030 and sustainable development goals, especially Goal 5 (gender equality) and goal 16 (peaceful and inclusive societies).

“Guided by the objective of Moldova’s accession to the EU by 2030, the Ministry of Justice is leading an ambitious reform aimed at building a fair, incorruptible, and independent justice system. Thus, the consolidation of human resources management will contribute to maintaining public order and safety. By investing in personnel, we will succeed in modernizing institutions. Through strong and resilient institutions, we will ensure respect for human rights and freedoms,” stated Veronica Mihailov-Moraru.
Furthermore, the Minister of Justice expressed gratitude for the support in the correctional segment and thanked the Swedish state for the assistance provided.
The implementation of the long-term program is planned to take place from 2024 to 2026.
