Putin’s decree, which guaranteed the territorial integrity of Moldova in the context of the Transnistrian conflict resolution, was annulled. The document dates back to 2012. The order of annulment was signed by the Kremlin leader on February 21, 2023. According to the new document, the act has “lost its relevance”.

The 2012 order, which was related to foreign policy, stipulated that Russia “will continue to actively participate in the search for ways to resolve the Transnistrian problem based on respect for the sovereignty, territorial integrity and neutral status of the Republic of Moldova, in establishing the special status of Transnistria.” Also, among other provisions, it contained articles related to the Nagorno-Karabakh conflict and the support of Ossetia and Abkhazia as independent and democratic states.
The decision to cancel the decree is justified by “protecting Russia’s interests in the context of significant changes in international relations.” The repeal order enters into force on the date of signing.
Previously, Dmitrii Peskov said that a new concept of Russia’s foreign policy is to be approved shortly, according to RIA. Details of his terms have not yet been disclosed.
