On September 22, authorities announced that 74 Moldovan citizens aged 19 to 45 had systematically traveled to Serbia, where Russian instructors trained them to organize destabilization and mass disorder. Each participant received €400 for taking part.

Investigators reported that the trainees learned to handle rubber batons, weapons, and other special equipment. Some citizens initially traveled under the pretext of pilgrimages, but later discovered the true purpose of the trips and accepted training for violent actions. Instructors also taught them how to confront and communicate with law enforcement.

Prosecutors detained the suspects for 72 hours following coordinated searches. Chief Prosecutor for Combating Organized Crime and Special Cases Victor Furtuna confirmed that investigators seized tents, special equipment, mobile phones, foreign-issued bank cards, weapons, ammunition, and camouflage clothing.
