Card payments to become mandatory for certain businesses starting in July: What fines do those who fail to comply with the new rules face?

The State Tax Service (SFS) requires some economic operators in the Republic of Moldova to accept cashless payments starting July 1. The agency warns that it will fine non-compliant businesses up to 6,000 lei.

The obligation applies to operators that record revenues exceeding 500,000 lei in certain physical subdivisions during the previous calendar year. This applies to businesses in wholesale trade, retail trade, and service provision that use cash register systems and control equipment.

In these locations, merchants must offer customers the option to pay without cash through payment service providers licensed by the National Bank of Moldova.

The rule does not apply to subdivisions where all payments already occur exclusively cashless, except those made through commercial banks. It also excludes subdivisions in villages and communes, except those located in municipalities and cities, as well as savings and loan associations and non-bank credit organizations.

According to the SFS, violations of Article 7¹ of Law No. 845/1992 carry fines between 4,000 and 6,000 lei for each detected case.

The State Tax Service monitors compliance and applies sanctions.
