The two candidates for the office of President of the Republic of Moldova, Maia Sandu and Alexandr Stoianoglo, who have advanced to the second round of elections, have agreed on the rules for organizing the electoral debate on October 27, 2024. It will take place at the Republican Palace at 10:00 a.m. and will be broadcast live on Moldova 1 and other media outlets that wish to carry the signal.
The two teams also proposed a set of rules regarding the format and structure of the debates. The announcement was made by the head of President Maia Sandu’s office, Adrian Balutel, on social media on the evening of Thursday, October 24.
Format:
– The debates will take place without a moderator.
– Candidates can ask questions and respond in either Romanian or Russian.
– Each candidate will be accompanied by 5 team members who will stay outside the filming set, along with a cameraman and a photographer from their respective staffs.
– Each candidate will have a representative responsible for monitoring the allocated time for questions, answers, and replies.
Debate Structure:
– Greeting message to voters – 2 minutes per candidate.
– Reciprocal questions – 10 questions asked by each candidate.
– Question formulation: 1 minute
– Answer: 2 minutes
– Reply: 1 minute
– Final address to voters – 2 minutes per candidate.

Time Management:
An audio signal will alert candidates ten seconds before their time for questions, answers, or replies expires.
The system will turn off the microphones when time runs out.
If a candidate speaks during the other candidate’s time, the system will disconnect their microphone.
If the candidate continues to interrupt with their microphone off, a distinct audio signal will indicate a rule violation, and the debate will resume only once the candidate complies with the rules.
Unused time allocated to the three stages will not roll over.
