Roaming charges for Moldovans in the European Union could be eliminated in 2025. Maia Sandu discussed this topic with António Costa, the new President of the European Council.
During her visit to Brussels, President Sandu met António Costa for the first time since he assumed his role as President of the European Council on December 1, 2024.
“For the immediate future, we agreed to start implementing the EU-supported economic growth program as quickly as possible. We also plan to finalize negotiations in 2025 for Moldova’s accession to the Single Payment Area, ensuring that Moldovans no longer pay fees for transactions with EU banks. Additionally, we aim to eliminate roaming charges,” Maia Sandu explained. She emphasized, “Together with António Costa and the European Union, we are on the right path. Moldova will continue to progress and build a better future for all its citizens.”

António Costa affirmed the European Union’s strong support for Moldova’s European integration. He reiterated the EU’s commitment to backing initiatives that directly benefit Moldovan citizens.
The authorities in Chisinau are finalizing a project on roaming liberalization, which is currently undergoing public consultation. In 2023, several telecom operators from the EU and Moldova agreed to lower roaming tariffs starting January 1, 2024, a decision facilitated by the European Commission.
Later, officials approved the EU-Moldova Priority Action Plan, which includes Moldova’s integration into the “roam like at home” scheme as a key measure. Roaming liberalization has also been incorporated into the updated EU-Moldova Association Agreement.
