Moldova and Ukraine Launch Joint Project to Protect Dniester River

A new cross-border project aimed at strengthening cooperation and integrated water resource management in the Dniester River Basin was launched today at Moldova’s Ministry of Environment. Titled “Strengthening Cross-Border Cooperation and Integrated Water Resource Management in the Dniester River Basin through Implementing the Strategic Action Programme (SAP),” the initiative focuses on the sustainable use and protection of the Dniester River, a crucial water source for millions in Moldova and Ukraine.

The project responds to pressing challenges such as climate change, drought, and pollution, and will foster collaboration between Moldovan and Ukrainian authorities for more efficient river management.

“This project strengthens the partnership between the two countries and leverages international expertise in water protection,” said Gheorghe Hajder, State Secretary at the Ministry of Environment.

The initiative has six key directions:

  1. Enhancing Moldova-Ukraine cooperation on joint water management.
  2. Harmonizing national legislation with international standards, including the UN Water Convention and the EU Water Framework Directive.
  3. Reducing pollution and mitigating the environmental impact of human activity.
  4. Adapting to climate change and preparing for natural disasters like droughts.
  5. Involving communities and citizens in protecting the Dniester River.
  6. Promoting research and effective governance in the Dniester Basin.

The launch event brought together representatives from the OSCE, Ukraine’s Ministry of Environmental Protection and Natural Resources, the United Nations Development Programme (UNDP), and the United Nations Economic Commission for Europe (UNECE)—all key partners supporting the initiative.

The Dniester River provides drinking water for a significant portion of Moldovas population. Its protection is critical not only for environmental preservation but also for public health, agricultural resilience, and long-term regional stability.

“This project represents a concrete step toward more effective cross-border governance and offers modern, participatory solutions for safeguarding a vital natural resource,” organizers said.
