Moldovan Freelancers to Work Legally, Easily, and Without Bureaucracy

Freelancers in the Republic of Moldova will be able to become independent entrepreneurs more easily without needing legal status or dealing with complex procedures. On Tuesday, June 24, the Government approved a set of changes that will allow them to start work by simply submitting an online notification and a personal declaration to the Public Services Agency.

The new system eliminates bookkeeping, monthly reporting, and unnecessary bureaucracy. Freelancers will pay a single 15% tax that covers all mandatory contributions—income tax, pension, health, and local taxes—as long as their annual income stays below 1.2 million lei.

If they choose to end their activity, they will only need to notify the Public Services Agency and their bank.

Prime Minister Dorin Recean stated that “this project is essential for giving freelancers legal and simplified access to social services, including pensions and insurance.”

The number of freelancers in Moldova continues to grow. In 2024, over 54,000 people provided services independently, and nearly 6,500 companies worked with them.
