Moldovan government allows 14-year-olds to obtain qualified electronic signature

Young people in Moldova who have reached the age of 14 will be able to request the inclusion of a qualified electronic signature certificate in their identity card or residence permit, following a government decision approved on Wednesday.

According to authorities, the measure will allow teenagers to use digital identity tools from the moment they receive their first identity document and access public e-services designed for their age group under secure conditions.

The electronic signature certificate will only be issued upon request, with the consent of both the minor and their legal representative. Officials emphasised that holding such a certificate does not grant full legal capacity and does not extend the minor’s legal rights.

The reform also includes the configuration of access to public e-services through the MPass platform based on each user’s legal capacity. This means digital access will be adjusted according to age and individual rights, within a secure and protected digital environment.

Authorities say the new provisions aim to improve young people’s access to e-government services and encourage the safe use of digital tools adapted to users’ legal status and level of rights.
