Online purchases from international platforms such as Temu will be subject to taxation starting October 1, 2026, Finance Minister Victoria Belous said during the Rezoomat program on Realitatea TV.
According to the minister, the measure comes amid a rapid increase in the number of parcels ordered from abroad.
“We had more than 10 million parcels last year,” Belous said.
The Finance Ministry argues that the measure is intended to create fairer conditions for local businesses, which pay VAT, customs duties, taxes and social contributions for their employees.
“We need to establish a balance and ensure fairness for local entrepreneurs who import goods, pay VAT, customs duties, taxes and local fees, as well as social contributions,” Belous explained.
According to the minister, international online platforms are putting increasing pressure on Moldovan businesses because goods are delivered to the country without the commercial activity being taxed in the same way as that of local economic operators.
“This competition is already becoming unfair competition for Moldova’s business environment, and we need to act as quickly as possible to establish a balance,” Belous said.
Asked about the potential impact on consumers who buy inexpensive products through such platforms, the minister said authorities are taking into account both the large number of parcels and the need to support companies operating and paying taxes in Moldova.
“The idea, once again, is that we need to support the business environment that operates and pays taxes in Moldova,” Belous concluded.
