The number of voters eligible to participate in the October 20 elections has increased by nearly 15,000 compared to the presidential elections four years ago. Given the low birth rate and rising migration, this raises concerns, as it prompts questions about the accuracy of voter lists and the data in the State Voter Registry (SVR), reports RUPOR.MD. Experts from the Promo-LEX Association highlighted this issue during the first report from the Presidential Elections and National Constitutional Referendum Observation Mission.
Nicolae Panfil, Program Director at Promo-LEX, announced at a press conference that the State Voter Registry had 3,300,600 registered voters as of August 1. This number is almost the same as the number of voters in last year’s local elections. Compared to the 2020 presidential elections, the number of voters has increased by nearly 15,000.
”Regarding the quality of these data, we cannot focus solely on the Central Election Commission. Instead, we should consider how the State Population Registry stores the data,” said Nicolae Panfil.

He noted that each election increases the number of voters without permanent residency or residence permits. These voters are likely traveling abroad. It is not a grand issue for parliamentary elections because voters abroad can vote using supplemental lists and have access to polling stations.
”However, regarding the referendum, it is an important issue because a participation threshold of 33% is required to validate it. We will see whether this will be a problem in the upcoming elections. Nevertheless, we urge the CEC and SVR to avoid speculation on this topic and to clarify the reasons behind such a phenomenon,” Nicolae Panfil emphasized.
