STUDY: How much money Chisinau’s Road Rehabilitation Requires?

A recent study conducted by a consortium of companies from Moldova and Finland has highlighted a significant deficit of 170 million euros for the maintenance of roads within Chisinau Municipality. The study solely focuses on the road infrastructure and does not encompass network replacements, according to the authors.

In response to the findings, Vitalie Mihalache, Head of the General Directorate for Urban Mobility, revealed that the municipality has allocated one billion lei within the available funds for road rehabilitation.

The inventory study provides comprehensive information on the structure and deteriorating condition of the roads in Chisinau. Based on specific indicators for each road section, an online system has been developed to calculate the budget required for road maintenance, regular repairs, and major renovations.

“The aim of this project is to evaluate and analyze the streets we have in Chisinau. The General Directorate for Urban Mobility aims to initiate the process of street passportization. It is an ambitious objective, but we are getting closer to achieving it,” mentioned Vitalie Mihalache.

Efforts will be made to intervene in the road infrastructure as efficiently as possible, given the limited budget. However, it is worth noting that the allocated funds are insufficient compared to the investment needs of the municipal road system. According to evaluations by experts, an investment of over seven billion lei is necessary to ensure good road quality throughout Chisinau.

While there is no budget available for the complete rehabilitation of the entire road infrastructure network in Chisinau, the road assessment system will prioritize sections that require immediate intervention. “This study is essential to ensure that the allocated one billion lei is directed towards priority areas to enhance travel comfort on Chisinau’s roads,” emphasized Vitalie Mihalache.

The study’s data collection process evaluated the condition of each road section, providing an assessment of the main and secondary municipal streets to determine their level of deterioration.

“This system is not just a database; it is a comprehensive tool that processes and analyzes the collected data. It can be utilized for developing plans for regular maintenance, periodic upkeep, and major repairs. The online system covers road asset management and bridge management aspects. Its purpose is to establish budgets for road maintenance,” explained one of the study’s authors, Konsta Mikael Sirvio.
