The government May Broadcast Public Interest Messages Before the Electoral Period Without the CEC Approval

The government can broadcast public interest messages before the electoral period begins without seeking approval from the Central Electoral Commission (CEC). Pavel Postica, Vice President of the CEC, clarified this regarding the government’s publicly funded “Moldova Can” campaign.

Postica explained on the Rezoomat show on RliveTV, “The advertising law allows public authorities to air public interest messages before the electoral period starts without CEC approval. However, any such messages aired during the electoral period require Commission approval.”

He stressed that the electoral period has not started yet, so the CEC has no authority over government messages. “We are not yet in the electoral period, so the Central Electoral Commission does not have to approve anything. The advertising law, which also governs public interest messages, prohibits promoting managerial achievements at public expense,” Postica added.

Postica also noted that the exact start date of the electoral period is not officially set but will be around mid-July. “According to the calendar under public consultation, the electoral period will likely begin on July 14,” he said.

The government launched the “Moldova Can” campaign to highlight its projects and achievements during the four years of governance by the Action and Solidarity Party. The campaign costs approximately five million lei from the state budget.
