The involvement of Moldovans in military actions on the territory of other states is subject to criminal liability

In connection with the launch of the partial mobilization mechanism in the Russian Federation and the conduct of recruitment campaigns, including in private military structures, the Embassy of Moldova in the Russian Federation informs the citizens of our country that their involvement in military actions on the territory of other states is subject to criminal liability. This is in accordance with national and international regulations. The warning was launched today, September 28, by the Ministry of Foreign Affairs and European Integration (MAEIE), a week after the announcement of the partial mobilization in Russia.

According to the MAEIE, the participation of the mercenary in an armed conflict, in military actions or in other violent actions is punishable in our country with imprisonment from 5 to 10 years. At the same time, the people who deal with hiring mercenaries, training and financing them, are punished with imprisonment from 10 to 15 years.

“The national authorities, by virtue of the legal framework applicable to them, are required to adopt measures to prevent and counter mercenary activity, and to take actions to identify and detain people who engage in such activities. We appeal to the citizens of the Republic of Moldova to contact the Embassy of our country in Moscow in case of violation of their rights to provide consular support. At the same time, people with dual citizenship must take into account the fact that, on the territory of Russia, they are considered Russian citizens by the Russian Federation, and the options of the Republic of Moldova to provide consular assistance are limited”, announces the Ministry of Foreign Affairs from Chisinau.

We specify that the Ministry of Foreign Affairs and European Integration “firmly condemns Russia’s escalation of military aggression against Ukraine, through the recent announcement of partial mobilization and the organization of alleged illegal “referendums” that flagrantly violate the independence, sovereignty and territorial integrity of Ukraine, as well as norms of international law”.
