The Republic of Moldova Joins Global Coalition for Democracy: Community of Democracies Governorship Council

The Government of the Republic of Moldova has approved a decision to join the Governorship Council of the Community of Democracies (CoD) during a meeting held earlier today. CoD is a global intergovernmental coalition that supports the adoption of common democratic values, principles, and standards set forth in its statutory document. The coalition was established in 2000 at the initiative of the United States of America, with 106 states, including Moldova, endorsing the Warsaw Declaration.

The CoD is the broadest platform for debate and exchange of experiences on democracy-related issues at the global level. The voluntary participation of member states encourages open discussions of challenges that they face in consolidating their democracies. The organization offers a suitable framework for sharing best practices and lessons learned, and ultimately, promoting cooperation among its members.

The Governorship Council is the main decision-making body of the CoD, currently composed of 28 states. The CoD’s decisions and action plans are developed in the Executive Committee (ExCom), which includes Romania, Norway, Poland, the Republic of Korea, the United Kingdom, the United States, and an international association representing civil society (International Steering Committee).

Moldova was invited to join the Governorship Council of the Community of Democracies during the transfer of the presidency from Romania to Canada in New York in September 2022.

The adoption of the decision related to Moldova’s activity within the United Nations (UN) will contribute to promoting peaceful and inclusive societies for sustainable development, ensuring access to justice for all, and creating efficient, responsible, and inclusive institutions at all levels. Moldova’s financial contribution as a member of CoD is expected to be no more than $10,000.

The move is expected to reinforce Moldova’s commitment to democracy and human rights while also strengthening cooperation with other member states. The decision to join the Governorship Council of the CoD reaffirms Moldova’s position as a supporter of democratic values and principles at the global level.
