U.S. to Assist Moldova in Combating Foreign Information Manipulation

The Republic of Moldova and the United States of America will collaborate to combat foreign disinformation. A Memorandum of Cooperation in this regard was signed by the Secretary-General of the Government, Artur Mija, and the Coordinator of the Global Engagement Center at the U.S. Department of State, James Rubin. The document was signed at the U.S. Embassy in Chisinau in the presence of Ambassador Kent Logsdon.

The document establishes a platform for bilateral consultations on countering disinformation and manipulative information, with the aim of developing effective and prompt response strategies between the competent authorities of both states. Stakeholders involved in this objective include members of civil society, independent media, the academic community, and multilateral organizations.

“We are grateful to the American government for their support in countering cyberattacks and disinformation. The signing of the Memorandum will help us efficiently exchange experience on matters of foreign information influence and manipulation,” stated Artur Mija, the Secretary-General of the Government.


It is anticipated that the Global Engagement Center and the U.S. Embassy in Chisinau, on behalf of the U.S. Department of State, the Center for Strategic Communication and Countering Disinformation, as well as the State Chancellery, will jointly coordinate these consultations.

“We must advance cooperation with the Republic of Moldova in the field of information security and prioritize this issue. In the current regional context, it is necessary to do everything we can to combat disinformation,” mentioned James P. Rubin, the Coordinator of the Global Engagement Center at the U.S. Department of State.

According to the Government of Chisinau, the signing of the Memorandum represents an action to combine the efforts of states with common democratic values in combating the spread of information manipulation. “Institutions in both countries will create an ecosystem for promoting truthful and transparent information, thereby protecting citizens from waves of disinformation,” stated the Executive.
