UNDP Report: Moldova Maintains Its Position in the Global Human Development Ranking. What Place Did It Secure?

Moldova maintains its 86th position out of 193 countries and territories in the latest Human Development Report, released on May 6, 2025, by the United Nations Development Programme (UNDP). The Human Development Index (HDI) places Moldova in the “high human development” category.

According to a UNDP press release, Moldova’s HDI for 2023 stands at 0.785. This index tracks national progress in health, education, and standard of living. The current ranking reflects data from 2022 and 2023. Since 2005, Moldova has increased its HDI by 11.8%.

The 2025 UNDP report highlights artificial intelligence and the significant transformations happening in economies and societies worldwide.

”Moldova stands at a crossroads, where today’s policy decisions will shape how technology serves people tomorrow,” said Daniela Gasparikova, UNDP Resident Representative in the Republic of Moldova.

She emphasized that UNDP is working closely with national partners to ensure that digital transformation, including the integration of AI, supports the country’s shared vision for sustainable development. ”Investments in digital skills, governance, and ethical innovation are essential to protect and enhance human capabilities,” she added.

UNDP confirms that Moldova has maintained steady progress in human development despite recent significant crises, including the war in Ukraine and the energy crisis.

The 2025 Human Development Report stresses that people are not mere bystanders in the era of artificial intelligence. If not managed effectively, disruptive technological changes could deepen inequalities and reinforce existing imbalances in access to power and opportunity. However, with the right investments in education, digital infrastructure, and inclusive innovation, countries like Moldova can harness AI to advance sustainable development. The report warns that without a strong policy framework, AI may lead to labor market exclusion, biased data, and excessive concentration of power, making proactive governance essential.

The report also raises concerns about gender disparities, which remain among the highest in Europe and Central Asia. In 2023, Moldova recorded a Gender Inequality Index (GII) of 0.146, ranking 42nd out of 172 countries.

The 2025 Human Development Report is the second trilogy exploring key dimensions of uncertainty, following the previous report’s focus on global polarization.
