The Venice Commission will pronounce on four legislative initiatives developed by the authorities of the Republic of Moldova. Thus, the Chairwoman of the Legal, Appointments, and Immunities Commission, Olesea Stamate, will participate in the 136th plenary session of the European Commission for Democracy through Law, which will take place from October 5 to 8 in Italy.
During the session, a supplementary opinion on the draft law on the Information and Security Service and a draft law on counterintelligence and external intelligence activity will be examined and subsequently adopted, as stated in a statement by the Legislature.
The cited source also informs that a joint opinion of the Venice Commission and the Directorate General for Human Rights and Rule of Law of the Council of Europe on the draft law concerning the anti-corruption judicial system and the amendment of certain normative acts will be proposed for adoption.
“The legislative initiative proposed by the President of the Republic of Moldova, Maia Sandu, aims to strengthen efforts to combat corruption and ensure a rapid and high-quality examination of complex corruption cases. It regulates the organization and activities of the specialized corruption court and the anti-corruption college of the Court of Appeal in Chisinau,” the statement mentions.
Also on the agenda is the joint opinion of the Venice Commission and the OSCE on proposed amendments to the Electoral Code, which stipulate that members of political parties declared unconstitutional will not be eligible for election for a period of three to five years.
It should be noted that from September 5 to 8, the Parliament of the Republic of Moldova hosted a visit by a delegation from the Venice Commission, led by its honorary president, Hanna Suchocka. The visit took place in the context of preparing the Venice Commission’s opinion on the draft law concerning the anti-corruption judicial system and the amendment of certain normative acts.
