(VIDEO) How to vote by mail? The CEC head Angela Caraman explains the procedure

On October 20, 2024, Moldovans in the United States of America, Iceland, Finland, Sweden, Canada, and Norway can vote by correspondence if they have registered for this option to participate in the presidential elections and the referendum on EU membership.

Registered voters will receive an envelope containing two additional envelopes, each with information about where to send their ballot papers and a pre-paid postage stamp.

“He will find three depersonalized envelopes. The voter will use these to place the envelopes received for the first round of the presidential election, the second round, and the republican constitutional referendum. Authorities will include instructions on how to fill out the ballot,” explained Central Electoral Commission (CEC) Chairwoman Angela Caraman in an interview with Realitatea newsgroup.

Unlike domestic voting, those voting by mail abroad will complete the ballot paper with a pen. All ballots must be returned by the Thursday before Election Day, as envelopes received afterward will be invalidated.

Moldovan embassies in the US, Canada, and Sweden will receive the ballots. For voters in the four Nordic countries, envelopes will receive Moldova’s diplomatic mission in Stockholm.

Voters are encouraged to mail their ballots as soon as they receive them to avoid delays. They are also reminded not to send ballots for the second round until they know the final candidates.

“After the first round, when the two candidates for the second round are confirmed, voters should send the second-round ballot, which must arrive by Thursday before Election Day,” Caraman added.

1,994 Moldovans from the six countries piloting postal voting have registered for the process. More than half are from the USA (1,082), followed by 582 from Canada, 134 from Norway, 93 from Sweden, 74 from Finland, and 26 from Iceland. According to Caraman, postal votes will be processed simultaneously with ballot papers counted at polling stations.
