(VIDEO) Lack of human capital, an obstacle to European integration. What do Moldovan mayors say?

Due to insufficient specialists, local authorities fear they might not write and capitalize on EU-funded projects. Speaking on the program “Consens National” on RLIVE TV, Constantin Cojocaru, mayor of Edinet municipality, and Vladislav Cociu, mayor of Stefan Voda, said that the city halls are facing a shortage of well-trained specialists. They noted that the lack of human capital is sometimes also felt at the central level.

“Today, we lack well-trained individuals in administration and the associative sector who can write projects for our communities. The reporting and monitoring formulas are inflexible in Europe, and we could not keep up. We need at least one person at the village hall level, and the cities need teams to deal with these projects. We are now turning to English teachers in schools who do not always have the technical language,” said Constantin Cojocaru, mayor of Edinet.

According to Vladislav Cociu, the mayor of Stefan Voda, well-trained specialists do not stay long in town halls due to lack of money. This issue affects villages and towns that have received support to create project writing teams.

“People are underpaid, they are overworked, and they don’t have the opportunity to grow in their careers and realize some life plans. As a result, some of them volunteer more. This shortage of people is felt not only at the local but also at the central level”, added Vladislav Cociu.

The mayors also said that today, we need a good team at the central level that can negotiate the chapters of accession to the European Union based on the situation on the ground. They expressed their interest in delegating a representative from the local elected representatives to the negotiating team to liaise between experts and the public administration to set priorities in the dialog with Brussels.
