The Chamber of Commerce and Industry of the Republic of Moldova (CCI), with support from the German Federal Ministry for Economic Cooperation and Development and the German International Cooperation Agency (GIZ), implemented an ambitious project to drive the digital transformation of small and medium-sized enterprises (SMEs) in the country. The project, “Skills Development through Digital Literacy: Promoting the Economic Integration of Ukrainian Refugees in the Business Sector and Implementing Solutions for the Business Environment,” advanced the digitalization of local businesses and helped Ukrainian refugees continue their economic activities in Moldova.
The project includes three key components:
- Digital education for entrepreneurs through the launch of the Digital Academy.
- A grant program provided financial support to 12 enterprises for digital transformation.
- Modernization of CCI’s digital platforms and improvements in data security.
Sergiu Harea, President of the CCI, emphasized the project’s significance:
“Between December 2023 and February 2025, with support from our partners, the CCI implemented a project to develop digital skills. We focused on supporting SMEs and facilitating the economic integration of Ukrainian refugees. Over the years, the Chamber of Commerce and Industry has actively promoted the digitalization of businesses and strengthened the chamber system itself.”
Several entrepreneurs have already seen results from the training sessions and grant funding.

- The administrator of Vila Dorului guesthouse in Molovata Nouă successfully transformed her business with CCI’s support. “Recent years have shown us how crucial digital development is. We started with restaurant software to automate sales, and now we are digitizing the entire accommodation process.” Victoria Moșinschi has also invested in digital promotion and eco-friendly initiatives, using modern tools like QR codes.
- Victoria Pisarenco, originally from Kyiv, found refuge in Moldova and turned a challenge into an opportunity. “The war motivated me to create an online project to share my experience and help colleagues worldwide.” With her grant, she launched a hairstyling platform, now in its testing phase.
- Olesea Kolomiet, a chocolatier and founder of a confectionery school, turned her passion into a global business. “My dream has always been to teach online. Thanks to the grant, I created a fully integrated platform connecting multiple sites.” This innovation allows her to reach students worldwide.
- The administrator of Ciumasu, a company specializing in plum processing and drying, used the grant to implement CRM software. “We now have a digitized database with customer and order information, making us more efficient and helping us enter the online sales market.” The Chamber of Commerce supported her every step of the way.
Niclas Rüffer, DT4SME project manager, highlighted the importance of international collaboration:
“The German government entrusted us with supporting the Moldovan government and the Ministry of Economy and Digitalization in helping SMEs adopt digital solutions. We congratulate the Chamber of Commerce on this outstanding project, which helps Ukrainian refugees rebuild their businesses.”
Digital transformation is no longer a future goal—it is a present necessity. The support provided by CCI and its international partners is opening new horizons for Moldovan entrepreneurs.
