Authorities have selected twelve settlements on both banks of the Dniester River to receive support for local development.
The settlements of Holercani, Cosnita, Carnateni, Sanatauca, Puhaceni, and Harbovat on the right bank, along with Rascov, Gasca, Teiul, Pervomaisc, Butor, and Ternovca on the left bank, will benefit from this support to engage residents in planning and monitoring local development. The European Union provides this support through the Confidence Building Measures Programme, implemented by the United Nations Development Program (UNDP).
“UNDP successfully developed and tested an innovative model of diaspora involvement in local development, creating over 100 initiative groups and associations of native residents. We aim to extend this experience to improve infrastructure and local services and strengthen local governance,” said Olesea Cazacu, a program manager of UNDP Moldova.
Civil society organizations, including the Alliance of the Associations of Native Residents and the Agency for Regional Development from Tiraspol, will guide these 12 settlements. They signed a cooperation agreement on 24 May 2024 to this end.

Over one year, these 12 communities will receive assistance in identifying, formulating, planning, and implementing local initiatives. Involving men and women from the community and the diaspora will develop financial and human potential, improve living standards on both banks of the Dniester River, and build confidence.
In the second stage, six infrastructure projects, three for each bank, will be selected and implemented with financing from the EU’s Confidence Building Measures Programme, implemented by UNDP.
Through supporting these 12 settlements, the European Union continues to enhance cooperation between communities on both banks of the Dniester River through joint projects involving local partners, civil society organizations, and other stakeholders.
