(VIDEO) Victor Parlicov: “In the context of the crisis on the left bank of the Nistru, Chisinau must take a proactive role”

In the context of the crisis in the Transnistrian region, Chisinau must adopt a proactive role. This perspective was expressed by former Minister of Energy Victor Parlicov during the public debate titled “Coada de Peste” of the Crisis in Eastern Moldova,” organized by the IPN News Agency. According to Parlicov, the energy situation on the right bank has significantly improved since 2022, when dependency on the left bank’s energy infrastructure was greatly reduced.

Former Minister Parlicov highlighted that, for the first time in the country’s history, the right bank of the Nistru River now has independent access to heat, electricity, and gas. While on the left bank—traditionally a supplier of electricity—faces severe challenges, with residents suffering due to a lack of energy resources.

“Since 2022, the situation has changed drastically. Technically, we are no longer as dependent on the infrastructure from the left bank. For the first time in Moldova’s history, the right bank has heat, light, and gas, while the left is freezing. This has never happened before—it was always the opposite,” stated former Energy Minister Victor Parlicov.

The former minister explained that Chisinau has two main options in this scenario: maintain the current energy status quo on the left bank or put an end to this dependency. He also emphasized that energy deliveries to the Transnistrian region work according to a contract with Moldovagaz, in which the Moldovan government holds a blocking stake.

“The decision to let the people on the left bank freeze for at least one or two months was necessary because it forced Russia into an awkward position where they had to invent their justification for changing the rules of the game. They already altered the rules in 2022 when they limited deliveries. We have only two options: either we maintain the status quo and allow free gas to reach the Transnistrian region, or we stop this. Let’s not forget that these deliveries work under a contract with Moldovagaz, where the Moldovan government has a blocking stake,” Parlicov explained.

He emphasized the importance of developing electricity generation capacity on the right bank and noted that the current energy emergency will accelerate these initiatives.

“Chisinau must certainly take on a more proactive role. We need to have a clear stance and convey that the situation with free gas deliveries to the left bank has to end. If we don’t have a vision for this, we need to create one. The situation has been maintained under the assumption that Chisinau is trying to ensure stability on the left bank. But what kind of stability are we talking about if the situation can explode at any time, as it already has? Especially during the state of emergency (CSE), many things can be expedited. It is now critical to increase electricity generation capacity on the right bank, and the CSE framework allows us to fast-track these processes,” the former Minister of Energy added.
