Moldova will develop a European Digital Identity Wallet. It will allow citizens to store and use academic accreditations and qualification certificates and connect to online platforms—all in electronic format, eliminating the need for multiple passwords. The Digital Europe Programme will support the development of this system.
The Digital Identity Wallet will provide a secure and convenient way for citizens and businesses to verify their identity and manage digital documents.
“With European funding, we will develop the Digital Identity Wallet alongside our EU partners. It will make life easier for citizens and businesses by offering a modern solution for managing documents. Diplomas, permits, and certificates will be in one place within the expanded Documents module in EVO. Authentication will be safer and simpler, eliminating the need for multiple passwords and reducing risks associated with lost or forged documents,” said Dumitru Alaiba, Deputy Prime Minister and Minister of Economic Development and Digitalization.

Moldova is among the few countries outside the EU implementing the Digital Identity Wallet. This initiative follows the country’s membership in the WE BUILD international consortium, which includes countries like Germany, Estonia, the Czech Republic, Italy, Poland, Romania, France, Belgium, and Finland. The European Commission selected the consortium to participate in the EU’s Large Scale Pilot Project for the Digital Identity Wallet (EUDI).
Moldova’s participation in the consortium is the first project funded through the Digital Europe Programme. Through the Electronic Governance Agency, Moldova will work with over 200 partners from EU member states, including public administrations, academic institutions, and the private sector, to develop and test the Digital Identity Wallet. The project will begin in September 2025 and run for 24 months.
