Moldova Sanctions 21 Individuals Through Interinstitutional Supervisory Council

The Republic of Moldova, through the Interinstitutional Supervisory Council led by Prime Minister Dorin Recean, has imposed sanctions on 21 individuals.

This morning, Prime Minister Recean announced that the targeted individuals include:

Vladimir Plahotniuc, Ilan Shor, Gheorghe Cavcaliuc, Marina Tauber, Vladimir Andronachi, Veaceslav Platon, Constantin Botnari, Alexandr Kalinin (citizenship revoked), Grigore Caramalac, Chiril Guzun, Arina Corsicova, Dumitru Chitoroaga, Maria Albot, Victor Petrov, Eugenia Gutul, Iurii Cuznetov, Nelli Parutenco, Ilia Uzun, Mihail Vlah, Anatolii Prizenko, and Natalia Parasca.

Between 2024 and June 2025, the State Tax Service issued 121 enforcement decisions, which resulted in the following asset freezes:

  • 60 bank accounts
  • 3 payment accounts
  • 64,995 shares (worth 12,980,394 lei)
  • 24 portions of share capital (worth 44,747,935 lei)
  • 76 real estate properties
  • 12 vehicles
  • 38 suspended activities or transactions (worth 3,742,499 lei and 135,540 euros)

Prime Minister Recean provided specific examples:

Vladimir Plahotniuc has 11 bank accounts blocked and the GMG’s social capital frozen.

Ilan Shor has nine blocked accounts, one payment operation, and assets held through intermediaries in a controlled legal entity, including an associate share in the Public Association for Orhei, three premises, one land plot, two buildings, and two vehicles.

Marina Tauber holds 64,860 blocked shares at a banking institution, with a nominal value of 200 lei, eight bank accounts, two premises, and shares worth 8,258.96 lei.

Vladimir Andronachi has nine bank accounts frozen, shares worth 8,258.96 lei and 48% of the social capital in a limited liability company blocked.”

Interpol currently lists Vladimir Plahotniuc as internationally wanted in all 196 member countries. Authorities have imprisoned Veaceslav Platon in the United Kingdom, while Ilan Shor, convicted in absentia, remains a fugitive.

The Interinstitutional Supervisory Council, a collegial body, coordinates the implementation of international restrictive measures and introduces voluntary sanctions in Moldova to align with global standards and ensure cooperation across institutions.
