The Republic of Moldova’s Parliament has ratified a Loan Agreement with the European Bank for Reconstruction and Development (EBRD) to modernize the centralized heating supply system in Chisinau. EBRD will provide a loan of 143.5 million euros, covering 44% of the total project cost for “Optimization of the Centralized Heating Supply System in Chisinau.” Authorities will disburse the loan in three tranches.
The project includes installing 2,510 Individual Thermal Points and converting 1,665 residential blocks to a horizontal heat distribution system. It also involves implementing 57 pilot projects aimed at thermal insulation of selected blocks and installing horizontal distribution systems inside apartments. Authorities will rehabilitate primary heating networks and build two new pumping stations to improve the city’s heating supply. The project will benefit around 300,000 households in Chisinau.

Authorities expect installing the Individual Thermal Points will reduce costs by approximately 10%. The new horizontal heat distribution system will cut energy consumption by up to 30%. Consumers will also adjust their energy use to meet their comfort needs and financial capacity.
The total budget for the “Optimization of the Centralized Heating Supply System in Chisinau” project is 326 million euros. The European Investment Bank will provide a loan of 143.5 million euros. The Eastern Europe Energy Efficiency and Environment Partnership and the European Union’s Neighbourhood Investment Programme will contribute grants of 15 million euros and 24.5 million euros, respectively.
